According to various reports in London, The Blues are planning to submit around 40 million euros to Inter Milan.
The versatile midfielder is expected to leave for England on Wednesday and then undergo a medical before signing his contract.
The West London based club Chelsea have had a number of bids rejected for the 19-year-old but they are preparing to lodge an offer which will meet Inter’s asking price of around 15 million euros.
