Following an impressive world cup performance in Qatar 2022, the Portuguese international reportedly joins the west London team for a fee of about 11 million euros.
Chelsea are set to pay 250,000 a week in salary, bringing the total value of the deal, which will run until the end of this summer, to 16 million.
The 23-year-old has played 16 matches for Atletico Madrid this season, scoring four goals and providing three assists.
Chelsea are currently ranked 10 on the Premier League table with 25 points after playing 17 matches.
Felix has been handed jersey number 11, which was previously worn by the likes of Timo Werner and Pedro Rodriguez.
With their current poor performance, Chelsea are hoping to strengthen their squad with the signing of Felix, and hopefully they will be able to bounce back.
Joao Felix begins training at Cabham today with the rest of the team.
