Following the departures of Antonio Rudiger and Andreas Christensen, the Blues are looking to strengthen their central defense.
De Ligt is one of their top targets, according to Gazzetta dello Sport, and they are willing to pay more than €80 million for him.
However, the Blues may still miss out on signing the Dutchman because he prefers to join Bayern Munich.
Bayern Munich will only pay €75 million for the centre-back, but the 22-year-old is determined to join them.
De Ligt has already met with manager Julian Nagelsmann and is said to have given the go-ahead for a move.
Aside from De Ligt, Chelsea is interested in signing his compatriot Nathan Ake from Manchester City for €60 million.
The Blues are hopeful of signing Ake in the coming weeks, but they are still looking for another star central defender this month.
