A proposed ban preventing Premier League sides from signing players on loan from teams under the same ownership umbrella failed to pass on Tuesday after eight clubs voted against it, with Sheffield United reportedly angering 12 rivals.

The motion needed a majority of 14 clubs to vote in favour of it, but only received 12 with Chelsea, Manchester City, Newcastle, Sheffield United, Everton, Wolves, Burnley and Nottingham Forest all voting against the ban.

The majority of these teams are part of multi-club ownership models, meaning they would have been directly affected by the vote.

The ban was proposed after the Saudi Arabian Public Investment Fund (PIF), who owns Newcastle, acquired Saudi Pro League clubs Al Nassr, Al Hilal, Al Ittihad and Al Ahli.

All four clubs spent heavily over the summer and Newcastle have been linked with a January loan move for Al Hilal midfielder Ruben Neves as a potential replacement for Sandro Tonali, who has been banned for ten months after breaching betting rules.

According to a report from the Times, some of the 12 clubs who voted in favour of the ban were particularly unhappy with Sheffield United for voting against it, given they are owned by Saudi Prince Abdullah bin Musaid Al Saud.

A separate report from the Sun claims that Sheffield United were ‘under pressure to oppose the rule change from senior figures’ in Saudi Arabia. Of the eight clubs who voted against the ban, only Burnley do not have a stake in another club although owners ALK Capital are reportedly keen to change that.

Both Chelsea and Manchester City operate multi-club ownership models, with the City Football Group also having stakes in 11 other teams across the world including Girona, Melbourne City, New York City and Palermo.

Chelsea’s owners recently bought French side Strasbourg and are keen on acquiring other clubs. Prince Abdullah, meanwhile, has stakes in four teams as well as Sheffield United and prospective Everton owners 777 Partners own a number of other clubs.

Nottingham Forest owner Evangelos Marinakis also owns Greek club Olympiacos and the two clubs have regularly done business with each other.

Wolves also have links to Swiss side Grasshopper, with Fosun co-founder Guo Guangchang’s wife Jenny Wang buying a 90 percent stake in the club back in 2020.

Also discussed at the Premier League meeting in London was Everton’s recent points deduction for breaching profit and sustainability rules. The Toffees have been docked a record 10 points after an independent commission found they had overspent by around £24m over the past five years.

However, the club are planning to appeal the points deduction, claiming it is a “wholly disproportionate and unjust sporting sanction” and that the “harshness and severity of the sanction” is “neither a fair nor a reasonable reflection of the evidence submitted”.
