1. The skirt is too tight:
A tight skirt might ride up and reveal a woman’s undergarments. This is especially true if the skirt is constructed from a light fabric that provides little covering.
2. The skirt is too short:
If the skirt is too short, a woman’s undergarments will almost certainly be seen at some time. This is particularly valid if the woman is seated or hunched over.
3. Extremely light material:
