City are the current English champions after winning it for the second successive year in May.
Pep Guardiola will now be looking to win the trophy three seasons in a row.
Keane, speaking on Sky Sports, said that once again the title fight will be a two-horse race between City and Liverpool.
“I don’t think they will close the gap,” Keane said, referring to the likes of Tottenham Hotspur, Arsenal and Chelsea.
“I think they will be a bit better. They have quality and the recruitment, but you can’t look beyond Liverpool and Man City.”
