The Nyamira Governor was appearing before the committee to answer on discrepancies in the usage of county funds for the financial years; 2020/2021, 2021/2022 and 2022/2023 in the Municipality of Nyamira.

The committee, led by Senator Godfrey Osotsi relayed significant concerns on several development projects in the municipality that had been highlighted in the Auditor General’s report.

According to a statement published in the official Parliament website on September 6, the committee focussed highly on the irregularities in road construction projects and unsupported hotel allowances.

Among projects the governor was queried on were delays in the completion of 2 public roads; the Public Works Offices – Nyamira Hospital Junction Road and the Borabu Inn-Golan Heights Resort which he assured the committee had been resumed and were now nearing completion.

While addressing concerns on unsupported hotel allowances, Governor Nyaribo said, “There was an administrative oversight in maintaining proper records. We have since rectified this issue and implemented stricter controls to ensure all expenditures are properly documented.”

However, the committee found the explanation unsatisfactory as there was no way for them to authenticate the documents because they were not presented to the auditor during the initial audit.

In light of the inconsistencies in the report concerning the two road projects and unsubstantiated hotel allowances, Osotsi directed the governor to provide a constructive report to the Auditor General and also ordered a re-audit of the road projects specifically.

He then ended his statement by setting a cut off point for the new report saying, “The auditors are to report back to this committee within 21 days with the updated audited report. This will allow for a more thorough examination of the county’s financial management.”

Counties have in the recent years come under scrutiny for mismanagement of funds with the recent proposal to lower county budgets from Ksh400 billion to Ksh385 billion to curb this trend.

Governor Nyaribo, however, has consistently been one of the most vocal governors when it comes to auditing his team at Nyamira County with his most recent audit happening in May 2023 focussing on irregular promotions.
