This marks Ruto’s second journey to Germany, occurring after public discontent over his frequent international travels has subsided. The visit holds particular significance as Kenya and Germany are poised to finalize a groundbreaking migration agreement that could create 250,000 job opportunities for Kenyan workers across various sectors in Europe’s largest economy.
This strategic partnership, which has been in development for months, aims to address labour market needs in both countries. For Kenya, it presents a valuable opportunity to alleviate unemployment, while Germany stands to benefit by addressing its labour shortage.
The agreement includes provisions to safeguard the rights and welfare of Kenyan workers in Germany, a crucial aspect of the negotiations facilitated by the International Labour Organization and the UK Foreign, Commonwealth & Development Office. Chancellor Olaf Scholz is expected to welcome President Ruto in Berlin, where they will sign the finalized version of the migration agreement.
This deal is particularly timely for Kenya, given its high unemployment rates, especially among the youth. The prospect of sending a quarter-million workers to Germany is viewed as a significant achievement for Ruto’s administration.
While the agreement primarily focuses on skilled migration, it also encompasses opportunities for semi-skilled and professional workers, broadening the scope of prospects for Kenyans seeking improved livelihoods abroad.
Steffen Hebestreit, a spokesperson for the German government, confirms that the framework agreement will streamline the immigration process for skilled labour while also addressing the repatriation of individuals required to leave the country.
This includes provisions for Kenyan workers who may need to return home under certain circumstances such as unsuccessful asylum applications. Beyond the migration agreement, Ruto’s visit to Germany will feature his participation as a guest of honour at the Citizens’ Festival in Berlin.
This cultural event will provide a platform for Ruto to engage with German citizens and the Kenyan diaspora. The festival will showcase various cultural performances, exhibitions, and discussions, offering an opportunity for Ruto to highlight Kenya’s rich heritage and promote its tourism and investment potential.
The President’s itinerary also includes meetings with key business leaders and potential investors, aimed at attracting foreign direct investment to Kenya, particularly in sectors such as manufacturing, renewable energy, and technology.
