In the technology world, this small hole is known as a drain hole. The hole in the padlock helps to keep the lock from rusting by allowing water to drain out. These devices keep padlocks dry during the rainy season or if they are dropped into a water source by accident.
The drain hole also keeps water and other liquids from freezing inside the locks. If the padlock becomes stuck, the oil is used to lubricate it; you merely need to pour it inside the paddock. The oil will run through the locks, lubricating all moving parts.
