The head of state said the appointments would contribute to implementing his Bottom-Up Economic Agenda (BETA).

In a statement by the head of Public Service, Felix Koskei, Ruto appointed former ICT CS Eliud Owalo as the deputy chief of staff, Performance and Delivery Management.

To support the Executive Office of the President in delivering its mandate, His Excellency the President has, with the approval of the Public Service Commission (PSC), appointed Eliud Owalo, EGH as the Deputy Chief of Staff, Performance & Delivery Management,” Koskei said.

Koskei explained that the position was a ministerial-level appointment. Owalo will, among other roles, be responsible for the effective and efficient implementation, monitoring, and evaluation of priority projects and initiatives.

Former Public Service CS Moses Kuria has also made a comeback in Ruto’s administration after being appointed as a senior advisor on the economy.

“To bolster the implementation of the BETA Plan by the broad-based government, the head of state and government has caused the appointment of Hon. Moses Kiarie Kuria, HSC, as a Senior Advisor in his Council of Economic Advisors,” continued Koskei.

Dennis Itumbi has been appointed as the head of Creative Economy and Special Projects in the Executive Office of the President.

The president’s latest appointments have been received with mixed reactions as a section of Kenyans question why Kuria and Owalo were sacked only to be reappointed.

On Thursday, July 11, the head of state sent home all Cabinet members except Prime Cabinet Secretary Musalia Mudavadi.

The president said his drastic decision was based on the evaluation of his Cabinet by the Kenyan public.

Ruto had earlier said that the changes in the Executive would complement the measures he had been taking since he conceded to the public’s pressure to undertake a total overhaul of the state.
