The two digital solutions are aimed at improving efficiency and accountability in the handling of presidential directives and the processing of foreign travel clearances for senior ranks of the executive.

Speaking during the commissioning, Deputy President Rigathi Gachagua hailed the foreign travel system noting that it would reduce cases of misuse of funds used during foreign travels.

“We are happy with this travel management system, it will make executives prudent in the use of resources,” he stated.

Admitting that Foreign travel is one of the items in the budget that consumes a significant amount of financial resources, Gachagua pointed out instances where all top executives travel and leave offices unattended.

He expressed his confidence that this new system will help track who is supposed to travel and who is not as it automates the travel clearance by enhancing the ease of application, processing, and approval,

“The new system will rationalize those who are authorized to travel out of the country on official business and justify the use of public funds”, the DP noted.

The system will also fast-track delivery in the office of the president as all presidential directives will be dispatched exclusively via the PDMIS (Presidential Directives Management Information System) portal. With the system at work, no hard copies will be distributed.

Gachagua also expressed confidence that with the implementation of the PDMIS, all presidential directives so far will be audited to Kenyan’s satisfaction.

“I am confident that by the end of the year, all the presidential directives so far issued will be audited, worked on, and implemented to the satisfaction of the people of Kenya.

All of us given the privilege to serve have a solemn duty to dignify his office by making sure the pronouncements he makes across the country are implemented without fail,” Gachagua noted.

Ministries and State Departments, as a result, will now be required to download scanned copies of directives through their respective portals.

Previously, top government officials in the country have been on the spot for misusing funds in unnecessary foreign trips.

A report by the Controller of Budget dated April 2024 showed that Nairobi County spent over Ksh.658 million on foreign travel during the first nine months of the financial year 2023/24 only.

The highest amount the county executive used for foreign travel was a trip to Morocco to attend the proactive management program. The trip, which lasted 14 days, consisted of 19 officers and used Ksh.37 million.

The county also utilized Ksh.19 million to travel to Canada for a seminar on leadership management. A personal branding summit in Dubai amounted to Ksh.8 million.
