Appearing before the Senate Devolution Committee, 11 deputy county chiefs, led by Laikipia’s Reuben Kamuri, described the challenges they faced after assuming office, including denial of budgets, exclusion from meetings, and even intimidation.

Kamuri highlighted the discrepancy between their anticipated roles and the reality, lamenting the lack of collaboration with governors despite being elected together.

“We are elected jointly, but once we get into office, we can no longer work together despite the role we played,” Kamuri stated.

The deputies also sought authority to coordinate disaster management plans and oversee implementation within their counties.

In response, the Senate committee promised to support the deputies with clearly defined roles, including monitoring county expenditures, under a new bill sponsored by Senate Deputy Speaker Kathure Murungi.

The proposed amendments to the County Governments Act aim to prevent the sidelining of deputy governors by assigning them specific duties in county administration, intergovernmental relations, and public engagement.
