The second phase of the CBA was to be implemented in July but has not been done so. The Civil servants have, as a result, threatened to down tools at the end of September if their grievances are not met.

In the second phase of the CBA, civil servants are supposed to have a salary increase which was to take effect from July 1, 2024, but the government maintains it has no money to facilitate the increase.

According to the Union leader Tom Odege, they also want the employer to confirm casuals as per the CBA they signed. They have vowed to bring government operations to a standstill if these demands are not met.

“If our second phase of the CBA is not implemented by September, all civil servants in Kenya will down their tools,” Odege affirmed.

The union has issued a 7-day strike notice which will start at the end of September if their slips will not be loaded with the requested amount.

The public officers under the Union of Kenya Civil Servants (UKCS) termed the implementation of Phase II of the CBA non-negotiable.

“We are not renegotiating anything. They either give us money or we withdraw our services,” Odege, who is also Nyatike MP, said.

The strike notice by the Civil servants comes at a time when the country is facing multiple strikes
with the KUPPET teacher’s strike entering its week 2.

The official said the teachers would only accept to call off their strike should the employer agree to all the conditions set by the union.

“We have insisted that there is no deal yet, we want the government to implement all the contentious issues including promoting the 130,000 teachers,” he said.
University lecturers

have also commenced a nationwide strike to demand the full implementation of the 2017-2021 Collective Bargaining Agreement (CBA).

The strike began on Monday 2 September at the Technical University of Kenya, following the expiration of a seven-day ultimatum issued by the Universities Academic Staff Union (UASU) on August 26, 2024.
