President William Ruto’s unexpected decision to swap Duale with Soipan Tuya last month left many questioning the underlying reasons for this high-profile shuffle. The move came just days after Ruto had initially nominated Duale back to the Defence docket and Tuya back to Environment, Climate Change, and Forestry.

The surprise reshuffle announced in a note to the National Assembly on July 23, fueled speculation about the true motivations behind the President’s decision.

According to reports, the shift may have been prompted by discomfort among top military officials with Duale’s assertive and overbearing style.

During his vetting before the parliamentary committee on Friday, Duale was questioned by Saboti Member of Parliament Caleb Amisi about the purported fear he instilled within the Defence Ministry.

Amisi’s pointed query, “Is it true, and why did the military fear you?” highlighted the controversy surrounding Duale’s leadership style.

In response, Duale denied any fear among the Defence Ministry’s ranks, attributing his reputation to his distinctive approach. “I don’t think the rank and file and the leadership of the Defence Ministry fear me,” he stated, emphasizing that he would bring the same style to his new role in the Environment Ministry.

Duale’s assertive manner, characterised by his vocal and overbearing nature, was seen by some as a departure from the traditionally ceremonial role of previous Defence Cabinet Secretaries.

His tenure at the Defence Ministry was brief, following his predecessor Eugene Wamalwa, and before him, Monica Juma and Raychelle Omamo. Each had their own distinct leadership styles, but none were marked by the assertiveness attributed to Duale.

The abrupt reassignment has raised eyebrows among MPs and the public alike, prompting questions about the transparency and rationale of such decisions.

Speaker Moses Wetang’ula’s communication to the House conveyed the President’s message but left many legislators puzzled and seeking clarity. “I hereby refer the President’s message to the Appointments Committee along with the CVs of the nominees to the Appointments Committee,” Wetang’ula told the House, encapsulating the surprise and confusion felt by many.

Duale’s response to the questions about his reassignment was notably curt and lacking in detail. When asked last month if his strong personality was the reason for his move, he simply stated, “That is not the reason,” without elaborating further. This has only added to the speculation and intrigue surrounding the reshuffle.

The Defence Ministry, a pivotal arm of the government, has traditionally been led by figures who maintain a balanced and often subdued public presence. Duale’s tenure, though brief, was marked by his assertiveness, which some insiders claim unsettled the military hierarchy. This discomfort within the ranks could potentially explain President Ruto’s decision to reassign him to a less sensitive portfolio.

The role of Environment Cabinet Secretary, while significant, does not carry the same weight and scrutiny as the Defence Ministry. Duale’s new position will require a different set of skills and a focus on environmental issues, climate change policies, and forestry management. His assertive style, which he promises to carry into this new role, may face different challenges and opportunities compared to his time at Defence.
