Kenyan MPs Reject Mung Beans Bill 2022, Requiring Traders To Obtain Licences To Sell Ndengu

The National Assembly has rejected the Mung Beans Bill 2022, which was co-sponsored by Mwingi North Member of Parliament (MP) Paul Nzengu of the Wiper Party. On Tuesday, September 24, MPs shot down the controversial bill at the second reading stage. “The National Assembly has rejected the Mung Beans Bill, (Senate Bill No. 13 oF 2022) at the second reading stage.

The Mung Beans Bill, 2022, co-sponsored by Hon Paul Nzengu in the National Assembly and originally sponsored by senator Enoch Wambua in the Senate, was published on December 30, 2022, and was read for the first time in the Senate on February 15, 2023.

The bill was passed in the Senate and referred to the National Assembly on February 21, 2024,” the National Assembly stated.

According to the National Assembly, the speakers of both houses will appoint a mediation committee to iron out contentious clauses.

The committee will be given 30 days to develop a mediated version of the bill. “If both houses approve the mediation committee’s report and the mediated version of the bill, the bill is deemed to have been passed,” it explained.

The bill proposed that large-scale traders must obtain a licence to sell green grams. It proposed that a person shall not market, process or carry out large-scale trading in mung beans or products unless they have obtained a licence from the relevant county government.
